What are Instructional Resources?Instructional resources are inclusive of Instructional Materials (i.e. textbooks, Book Club Choice Books, Supplemental Materials, Written Content used for Instruction), Library Books, and Internet/Online Materials.

Katy ISD provides a wide range of instructional resources for students and faculty that present varying levels of difficulty, diversity of appeal, and a variety of points of view to enrich and support the educational program.
Instructional Resources Review Submission Process- “Pervasively Vulgar" Content
Parents/guardians with concerns regarding content and an instructional resource that may be in violation of the section of Board Policy EF Local that pertains to the “pervasively vulgar" standard, are encouraged to fill out an online instructional resource review form via the Partner with Parents Online Instructional Resource Review app available on MyKaty cloud. "Pervasively vulgar" is content deemed lewd or profane and spread throughout.
Each online instructional resource review submission will be evaluated by Katy ISD personnel. The District aims to make determinations within 30 business days of the online review submission date. Please note that the instructional resources submitted for review will remain accessible for student check out during the online review window. Parents/guardians have the option of being notified of any library book checked out by their student. More information about Parent/Guardian Notifications can be found below.

Partners with Parents Online Book Review Login
The Partners with Parents Online Book Review app requires login through the MyKaty Cloud web portal that provides Katy ISD staff, students, and parents/guardians with a single sign-on location to access district applications and educational resources.
How to Access
Log in to MyKaty Use your Katy ISD ID number and password. Parents/guardians will use the same ID and password used to log into the Home Access Center (HAC).

Board Policy EF (Legal)
A district possesses significant discretion to determine the content of its school libraries. A district must, however, exercise its discretion in a manner consistent with the First Amendment. Students' First Amendment rights are implicated by the removal of books from the shelves of a school library. A district shall not remove materials from a library for the purpose of denying students access to ideas with which the district disagrees. A district may remove materials because they are pervasively vulgar or based solely upon the educational suitability of the books in question. Bd. of Educ. v. Pico, 457 U.S. 853 (1982)
Parent Library Book Notifications
Parents/guardians of secondary students may be notified via email if their child checks out a Young Adult Fiction book from the campus library. This optional notification is available if a parent elected to receive the library notification when filling out the online Return to School Enrollment update in August. If a parent did not elect to receive the library notification, parents/guardians may contact InstructionalResourceConcern@KatyISD.org to make a change and request the notification. Parents/guardians of elementary and secondary students may also download the Katy on the Go app to review the library books that their student has checked out.
